Problem with Netplay

Hi guys I'm having trouble getting dolphin to start-up. Im using windows 7 and its giving me some **** about check if its a 32 bit or 64 bit program and that's its not compatible. Anyone know about this absolute NONSENSE

It says Im 64-bit capable in my performance information. Does this mean I can just simply download a 64 bit windows, or do I have to purchase a 64 bit processor? Also just because it says my system is capable does that mean my computer also is?
