Not all dragon moves are Special. Take Outrage for example.

You're forgetting this is RSE. All Dragon moves are special there. Yes, Outrage too.

You may want to replace Quick Claw with something more reliable. Leftovers or Choice Band for example. Also, you'll want to replace Psychic and Hyper Beam with Rock Slide and Explosion.

Rock Slide and Explosion are move tutor moves from Emerald. Metagross is a physical attacker, he'll benefit greatly from Choice Band.

HP Ghost means Hidden Power, ghost type. Usually means breeding your @$$ off, so if you're too lazy for that (or just don't want to rebreed) go with Rock Slide.
