Pika's Down smash... is it safe on block???

No. It also depends on how low your opponent's shield is. For that reason, it is better to use d.smash to punish or after an aerial which already damaged your opponent's shield.

its range is fairly decent, def. bigger than it was in melee. ive sucked a lot of people in when using it, its just absolutely awesome

As a tangent to this topic, what attacks are safe after power shield? I am very interested in maining Pikachu and this is one of the few areas I'm not very confident. I'm still generally going for grabs or the odd U-Tilt.

Well, there are a few reasons that wouldn't work.

1. Down smash's range isn't that good, most characters would be able to grab you even if you started at max range. And some would be able to grab you even if dsmash didn't even hit their shields, just because of their huge grab range.

2. Not too sure on this one, but I believe dsmash sucks the opponent towards Pikachu even if they're shielding, so they can still grab him.

That's about it, it might be safe on some of the smaller characters, but it definitely isn't safe on people like Dedede or Charizard, they grab you no matter what. So be smart with down smash and don't spam it like it's unpunishable, because it definitely is.

i havent has a whole lot of trouble with ppl shielding my dsmash, but thats because their shield are low enough so the electric aura of the move stuns them out of it.
