phpBB3 skin maker?

OK, I am going out on a limb here, but does ANYONE have experience making/modifying skins for phpBB3? I've been browsing the available free skins, and they are pretty good, but I want to make a custom one. However, it seems like it takes a lot of knowledge to even make the slightest changes.

You can. I've downloaded numerous custom skins for it. I see how it can be done, but it just seems so overwhelming.
