Phantom Hits?

After getting into a discussion with a friend regarding the existence of Phantom Hits in PM, I did a lot of digging, but never really found anything definitive. I found the difference between glancing blows and phantom hits, but could never figure out which existed in PM, and to what capacity. So 2 questions:

1. Do Phantom Hits exist in PM?
2. If they do, how do they function? Are they the same as Brawl's glancing blows (no KB or dmg, just the spark), are they the same as Melee's phantom hits (no KB, 1/2 dmg), or are they something entirely different? Do they both exist??

Phantom hits do not exist in Project M or Brawl. Project M still has Brawl's glancing blows and its just a GFX effect, there is no KB or anything when a glancing blow occurs.
