Here's my personal opinion for the best custom moves.

Neutral Special:

1st - (3) Grumpy Toad.
2nd - (2) Sleepy Toad. Note: I haven't unlocked this yet.
3rd - (1) Toad.​

Side Special:

1st - (1) Peach Bomber.
2nd - (3) Flying Peach Bomber.
3rd - (2) Flower Bomber.​

Up Special:

1st - (1) Peach Parasol.
2nd - (2) Parasol High Jump. Note: I haven't unlocked this yet.
3rd - (3) Light Parasol.​

Down Special:

1st - (1) Vegetable.
2nd - (2) Light Vegetable.
3rd - (3) Heavy Vegetable.​

Keep in mind this is just my personal opinion so please don't hate.

grumpy toad is awful, ewww. why would you even use it over sleepy? grumpy is basically just fair with a slightly smaller hitbox.

The light turnip I find very useful.
