Pacman for Brawl anyone?

Now, before you all start bashing, hear me out. I'm not even that supportive of Pacman. BUT I think he would stand a more than good chance in Brawl.
He can be the next game&watch. (Or he can just be 3d, doesn't matter to me...)
-He's oldschool
-I know for a FACT that at least 2 of his games give idea moves for his moveset.
-Ummm....This one's just a filler for now .

So, what do you think?

I don't see how eating dots meets the qualifications of an entire moveset.
