Smash attacks don't always work when using the cstick. I'm using a GC-to-USB converter. what are the best settings for C-stick under the dolphin configuration menu?

I used to have the same issue and came to realize that it might just be a bug with Dolphin running Project M with a controller.
I would drop C-stick inputs on my controller, whereas if I used the keyboard for C-stick inputs they would always follow through.
I tested this on a Melee ISO and never dropped a C-stick input. I don't know if there's anything you can do to directly do to fix it except maybe using PM Wi-Fi version on Dolphin and using the frame buffer settings to 2 or so which should stop the issue, hopefully.

Tried Melee, and it's perfect. C-stick works without flaw. I don't wanna have to go through the trouble of making another virtual SD card right now, so I might try out the Wi-Fi version on Dolphin later...

You're probably going to want a deadzone of 5 on your main stick as well. 25 deadzone on c stick is probably a bit high I keep mine on 15. Also Dinput is much more accurate that SDL. In addition, if you're using Dolphin 4.0+ increase radius on both sticks to 100. For L/R analog, push in L/R right before they click but dont let them click. In that picture L/R analog isnt enabled which means light presses wont work.

Screenshot your controller settings. I bet it's your radius.

Here's mine. For some reason I can't f-smash to the left. All of my c-stick inputs work for aerials, but when I'm on the ground I can't f-smash left ://// I'm having this problem with my Melee ISO.

EDIT: also, dash dancing feels like its harder than it should be

EDIT 2: one more thing. forward smashing right is possible, but it's difficult. it doesnt just happen when i flick the c stick right. it works properly for up smash and down smash, but i have to like hold the c stick to the right to get it to f-smash to the right

You have multiple problems with your configuration. First of all, the reason you can't fsmash or dash dance is because your radius is 70. Both need to have radius of 100. Secondly, increase dead zone 1 at a time until the square isn't red when the stick is at idle. Finally, your L/R button are set to an axis instead of a button. The L/R button (not analog, that's correct) should be Button 4 and Button 5. You want to do just the click for the button, not the motion of you pushing in the shoulder (the analog). Just get the click for the buttons. Alternatively, view the FAQ in my guide in my siggy and you can import my gcpad settings.

Thank you so much! Also one more thing. Any insight into why the P2 slot isn't working for button inputs? I can input the buttons into my gcpad settings for the P2 controller, but then when I try to play as player 2 it doesn't work

In dolphin enable a standard controller under config->gamecube
