My hypothetical Megaman stage:

Moving Platform: A platform that moves left and right, to the edge of the main platform.
Stationary Platform/Wall: Self-explanatory.
Pit: Falling here kills you.
Disappearing Blocks: They would appear in order (1-6). 1 would appear, then 2 would appear about a second afterwards. 3 would appear a second after 2, and 4 would appear about 1/4 of a second after 3. 5 and 6 would both appear a second after 4, while 1, 2 and 3 would simultaneously disappear. 4 would disappear a second after 5 and 6, and 5 and 6 would disappear a second after 4. 1 would reappear 2 seconds after 5 and 6 disappeared, starting the pattern over again.
Spikes: These deal 20% damage, and have high knockback (enough to send a light character to the top of the stationary platforms at 0%)
Music: Dr Wily's Fortress 1-2, from Megaman 2. Is there any other music that works? I think not.
My stage would be about the spikes and blocks. The gap between the two platforms would be more than most characters can jump, forcing them to time their jumps on the blocks - just like the Megaman games.
As for Robot Masters:
-Cut Man: Would appear on a platform and throw a Rolling Cutter (10%) that covers the stationary platform, then curves around and attacks the floating platform.
-Wood Man: Throws a Leaf Shield (16%) from either side of the screen. It would fly across the screen, and cannot be deflected.
-Shadow Man: Appears at random points on the screen and throws Shadow Blades (6%) at random targets. He would do this 5-8 times in quick succession.
-Toad Man: Appears on one of the platforms, and attempts to perform an unavoidable Rain Flush (20%). However, it takes Toad Man a few seconds to charge it up, allowing characters to attack him and stop the Flush.
-Gravity Man: Appears at the bottom of the screen, and temporarily increases gravity (making jumps and recoveries less effective). Alternatively, he would appear at the top of the screen and act as a black hole, drawing everyone towards him.
-Centaur Man: Uses his Centaur Flash to stun all characters on-screen for a short time. Unlike the games, this wouldn't stop gravity, so midair characters would fall uncontrollably until the stun wore off.
-Cloud Man: Appears, and throws Thunder Bolts (6%) into the top of the screen. If not intercepted, bolts of lightning (15% and straight down knockback) rain down from where the Thunder Bolts were thrown. Cloud Man himself can be attacked, though he takes around 50% damage to get rid of him.
-Grenade Man: Throws Flash Bombs (16% and 2 seconds of stun) around the screen. The bombs have a blast diameter roughly equal to Bowser's shield.
-Bass: Jumps in from the side of the screen and fires about 20 small shots (3%) at random targets.
