Legality of using texture hacks during netplay

My computer sucks, and can't handle various stages like Fountain of Dreams and Yoshi's Story well. I intend on using texture hacks to remove the backgrounds and other non essentials, but would that be legal in netplay, as it could be considered giving me an advantage? What checks does netplay have to confirm players are on equal footing, if any?

Im certain it is legal to use texture packs in netplay, lots of people do. But if you cant run even yoshis story, i do suggest upgrading PCs
