Not higher Tier?

Terry (for that matter Ryu and Ken too) are some of the hardest matchups in the game to me. With the auto turn around, and they punish you so hard with a single jab. I dont quit understand why they arent considered S tier in the game?

I think that they still have a pretty exploitable recovery and don't have many fast options against zoners (especially Link who has range and projectile) and can have a hard time against swordsmen (especially Shulk for his range).
