with apex done and no big tourneys for a bit, let's get some stupid insightful discussion going about tiers

pikachu to move up out of the low-tier
marth and peach to switch places

Smash tier lists will always be inherently flawed.

the last tier list was released on the last day of 2010. I think we only need a new tier list once every 2 years. Not so much has changed since the last list.
