Well, I don't see the real use of it, save for mindgames and such.

It's easy, just use a Dair with Toon Link on a sloped or curved (think Green Hill Zone), and there you go, sliding.

Of course, the ending lag makes it kinda... useless, but it looks pretty cool, imo. ;)

One use could be edge-guarding of some kind, on sloped edges for example

Stages that I've gotten any use for it:

Lylat Cruise (only when it's pointing downwards with on tip)
Green Hill Zone
Distant Planet
Yoshi's Island

Again, this might not be new, so please forgive me.
