Not sure if this is already out there, but didn't see any post on it, and I accidentally did this during a friendlies match, so I tried to replicate it in training mode (and I have about 20% success rate).

This seems really sensitive because a slight error in timing will throw puff off the ledge helpless, i.e. SD which probably will be too risky in a real match unless there's some easy way to execute it.

I don't believe I have heard of this tech either before, however the risk/reward I doubt makes it viable. Especially since you are on dolphin and not a crt where practicing tech with small windows can be feasible with enough practice.

I've done this before on accident, never tried to perfect it though. I can't see it being used for anything other than style. I suppose you could maybe bate someone into going for the edge because they don't want to land on stage while you're using rollout, then use this to ramen noodle them.
