It's sorta like a Shantae: Risky's Revenge esque way, where you press a button to move down to another layer of a place, only the layers are closer to each other, I think that's the best way to describe it.

New Smash Mechanic: Double Layer Perspective

I should probably mention that Naruto Ultimate Ninja 1 &2 for PS2 use a double layer stage system, and IIRC some Ulti 2 players said it did promote some heavy runaway tactics. maybe someone should test these games out to confirm this?
