Pretty unsafe, honestly (as far as Puff options go), considering the required positioning for both Jigglypuff and the opponent. There's even less reason for someone to get hit by this if they have a good quick OoS option, like Lucina, ironically enough. I've landed this a couple times, but only on players who were either having a bad day or just weren't all that good at the game yet. I could definitely be overlooking something, but this is just based on my own personal experience.

Regardless, I would have liked to see a more thorough test with varying DI.
