short hop air dodge diagonally into the ground to wavedash
press l r or z while performing an aerial attack 7 frames before you hit the ground to l cancel
figure out the rest on your own by playing a lot

Spacies (Fox and Falco) are considered the best characters in the game. However, the problem with Spacies is that they are generally more difficult to pick up as a main because they demand a considerable amount of tech-skill which in turn, requires a high learning curve. Although it's awesome that you want to play Falco, I would recommend playing a character where you can develop your fundamentals, such as Marth or Sheik (more about fundamentals here--> http://smashboards.com/threads/zoning-spacing-and-other-fundamentals.302678/ ), and then maining Falco later on. The best way to improve fundamentals is to play people who are better than you.

Tech skill is something you can practice by yourself. Some of the most important techs you should learn are things like Lag-Cancelling (AKA L-Cancelling or LC), Wavedashing (WD), Directional Influence (DI), and Dash-Dancing (DD). You can learn more about basic techs and advanced techs by watching this three-part series. It's an oldie, but a goodie.

(You can more than easily find other instructional/informational videos about Smash on Youtube. There's a lot of them.)

Last, but not least, definitely look for tournaments that are in or around your area. That's the best place you can learn and improve.

100% disagree, unless he doesn't actually want to learn tech skill. Play who ever you want, and who ever you enjoy. It's not like it matters if you aren't very good at the start either, you will only get better

It may take you months to get consistent basic tech skill, and you will play worse at the beginning when you are trying to implement it into your play than if you didn't start using it in the first place, so don't get discouraged. There is stuff on youtube that will show you pretty much all the tech skill stuff. Ken's tutorials are pretty good for that.
