Need Help to Make and add a Character to Brawl or PM

There might be a post about this somewhere on this site, but I'm not able to find it. Even though it might be staring me in the face I can't find it. What I want to know is how to make a character from scratch, or with existing models, and make it into a character that I can put into the game myself. I want to see how the process is and see if I'm able to go through the process and come out satisfied with what I'm doing.

I want to know what programs to use to rig a model with a skeleton to a model, give it animations and hitboxes and stuff like that to make it a real character. Then add it to Brawl or PM.

I would appreciate the the help.
