Would it be possible to create an AR code/ Gecko code that is netplay safe that randomizes the music played on stages, sort of like what 20xx does.

Having different music from your opponent desyncs on netplay so no.

Textures and effect color changes don't desync, but for some reason music and cosmetic hitbox elements do. Any custom content whatsoever desyncs Wii games though, so we get off lucky with Melee.
Some non-gameplay-changing codes also desync, like flash on L-cancel (though only with Pika and Pichu).

Here ya go. This was written by Sham Rock, and you can find more stuff from him in the Melee Workshop. The random background music code is a .DOL mod, and according to Sham Rock, can't be converted into a Gecko or AR Code (AR Codes are obsolete). Basically, this can't be used for netplay (Like CeLL said).
If you still want random background music, just make a copy of your ISO for personal use and inject the following (assuming your build is 1.2. Sham Rock converted it to other versions of the game here).

I wrote that out of laziness and because whoever wanted it to be a gecko code said he was against dol mods. there is a gecko version of it flying around somewhere here, just don´t know where-.-
