Moveset Balance- is it possible?

A non-Uber Droughter or Drizzler would break the game. Sand Stream and Snow Warning are good, yes, but the reason they aren't totally over-powered is the lack of clear advantage you get out of them. Sure, you get some passive damage on your opponent's Pokemon, and a few Pokemon get an Evasion boost (or in Sand Storm's case, SpD) but nothing instantly game breaking.

Rain and Sun, on the other hand, open up ridiculous sweepers thanks to Swift Swim/Chlorophyl and the 1.5x power boost on powerful attacks which are probably already STABed. Imagine if Kingdra had 170 base Spe and Surf was a base 147 power move. Same goes for other Swift Swimmers but Kingdra is the most obvious.

Besides that, Rain Dance makes Thunder 100% accuracy. Along with Ice Beam which almost all Water types get, Water/Electric/Ice gives amazing coverage; see Starmie. Pumping that from 95/95/95 to 147/120/95 is a bit over the top.

Ludicolo would be pretty insane too, may as well have 2 Leftovers attached. Besides the fact that he has Leech Seed, an amazing defensive type combination (weak only to Bug and Flying), a sufficienty bulky body and enough SpA to take advantage of the Rain boost and dish out solid damage.

As much as I'd love to see Lumineon have some semblance of playability...

I'm far from an expert on Sun so I won't go into that, but I'd advise seeing what Smogon has to say about it. I'm not a fan of their forum or the people from it (I only post in the art forum) but behind their attitude, a lot of what they say and do has solid evidence & testing behind it. And they are unanimous that continuous Sun, as well as Rain, breaks the metagame too much.

On another topic, I know this is a typical noob thing to say, but I believe it anyway. Stealth Rock is a ridiculous move and terrible for the battle environment. Guaranteed removal of Focus Sash, for starters, kills off a lot of possible movesets on Pokemon that have nothing else. But the main reason is that certain types just get destroyed. Just because of the existence of one move. I won't go into detail, it's all been said before.
