Moves getting weaker by stage

I know that if you hit an opponent with an attack repetitively it gets weaker...

but how do things like attacking the environment affect the power of a move?

Like attacking the columns in Luigi's Mansion or something like that?

Yeah, it counts the same as using the move.

You can use this to refresh your other moves when convenient (ex abuse Ness' DTilt so his other moves are no longer stale)

I don't think it matters if you hit anything - If you use a move and you don't hit anything, it will still count in the backlog.

Nope, a move either needs to hit a character or an object (pillars on weegee's for instance) to be diminished.
