I think characters should be focused on a theme/style and mechanics can be added to flesh them out if needed.
Mario, for example, has a theme without a character specific mechanic. He is a jack-of-all trades. He has a reflector, a projectile, an aerial meteor, ect. For Mario, I would make sure he had all of the movement mechanics that makes sense.
Such as: Crawling and Gliding. He does crawl and glide (with his cape) in the games. Just don't make them the best crawl and glide.
Lucario, on the other hand, needed a fighting mechanic involving his aura (his marketing campaign focused on it). Maybe aura can be implemented better. Wario Waft was a neat mechanic, but perhaps overpowered when focused on only one move that is worthless without allowing it to charge.
Lucario could build up an aura meter over time (which charges faster than Warios). His specials can get bonuses and added animations depending on the charge of his aura meter. This would put the focus on Lucario utilizing his A moves and truly allowing his specials to be special.
