Metroid Stages

In Melee, there was 2 Metroid Stages; one starter and one unlockable. In Brawl, assuming everything said by the Dojo is not unlockables, (except Snake and Sonic) we already have three Metroid stages from the start! I only have one reason for why they would do that:

1) They are increasing the Metroid franchise

or...

2) Maybe some things on the Dojo are unlockables.(Besides 3rd party characters)

Please tell me what you think is going on, and if this has already been discussed, sorry.
