I need advice on how to beat a very proeffiecient Pikachu user. From my experience, he uses Thunder a lot to keep juggling his opponents. And uses quick attack to always recover from getting off the stage.

He told me he has gotten better and I need to test this to the best of my abilities.

Seriously though, air dodge the thunder.
As for quick attack, it makes edgegaurding tough, but it's possible. You can use a fair in front of the ledge to hit him or make him go for the stage, in which case you can probably punish.

Haha, I just managed to win the finals of a local tourney against a pretty good pika user yesterday. The biggest thing I found was that you really need to get the fight done with your A moves, and rely less of the B ones. A good pika player will see your tornado or shuttle loop coming and punish with the thunder, especially if you're coming from off the stage.

If you're short-hopping Fairs, Dairs and Nairs, you'll outprioritize everything he has and you'll be mobile enough to get out of the way of the thunder.

If you do find yourself in the unfortunate position of being above pika and primed for a thunder, just watch closely and air-dodge. It's really not all that fast of an attack.

Tornadoing to counter shock spam actually works pretty well. Yes, it is possible for him to thunder you out of it. However, often you can hit him before the thunder comes down (in which case the attack is cancelled) or, if not, you can just back off. Never be afraid to retreat with a tornado.

Fairs especially are your best friends here.

In the case of the tornado, I was referring mostly to using it to get back on stage, I definitely should have spelled that out better. It's still useful, just not as useful as in other matchups.
