Hudson's Adventure Island is a side-scrolling platform game produced by Hudson Soft that was first released in Japan for the Famicomand MSX on September 12, 1986. It was later released in North America for the Nintendo Entertainment System on September 1988 and in the PAL region in 1992 under the title of Adventure Island Classic.
Adventure Island is an adaptation of the arcade game Wonder Boy, developed by Escape for Sega. Adventure Island was followed by a series of sequels with no connection to the Wonder Boy series.
The player controls Master Higgins (known as Takahashi Meijin in Japanese versions), a young man who ventured to Adventure Island in the South Pacific after hearing that the Evil Witch Doctor kidnapped Princess Tina. To rescue her, Higgins must survive a series of 32 stages. There are eight worlds called "areas", which are divided four stages or "rounds" each, which are further divided into four checkpoints. When the player reaches the fourth round of each area, he must confront a boss at the end to continue to the next area. The game is completed when the player saves the girl after defeating the eighth and final form of the evil lord.
Eight perilous islands are in control of the various monster minions, although four friendly dinosaurs will gladly ally themselves with those willing to brave the islands' dangers and defeat their common oppressors. Thinking of how grateful his favorite lady will be when he comes to her rescue, Master Higgins embarks on a daunting quest to get to his honey.
Ah yes, Lord Higgins. I remember playing Super Adventure Island II (SAI II) on the SNES back in the day. The game was super fun and even to this day I feel that SAI II was the strongest game in the series. Count me as a supporter; I've been thinking on Mr. Higgins' chances for Ultimate once the new DLC fighters were announced. Not only does the Adventure Island series has history, but Higgins would be another retro rep worth having. Heck, a possible reveal for the character could be Mario & Peach relaxing on a tropical island vacation, when all of a sudden, Bowser swoops Peach away and Mario runs after. Bowser loses Mario and as he grins at Peach, he suddenly notices a silhouette dropping on him from a cliff. At first glance Peach notices the red hat, and immediately thinks it's Mario, but upon closer look, both Peach and Bowser are confused as they see it's Mr. Higgins (both still don't know who he is, but we do ). Afterwards they'd show brief gameplay of his character, and later they continue the cg trailer with him noticing Peach isn't Tina, and looks back upward to see Tina being whisked away by the Evil Witch Doctor (or the Phantom from Super Adventure Island II).
In regards to a moveset, it could be a mix of his moves from his early games, and SAI II.
Walk animation: based off of SAI II Run animation: hops and dashes on a skateboard (from the early AI games) A: normal punch A, A, A: three hit combo (two punches/jabs, and a hook) Rapid jab: Water Gun (from Adventure Island IV) F-Tilt: Dagger throw (from SAI II; Higgins throws a dagger forward; decent range) U-Tilt: Torch swing (from Adventure Island IV; swings a torch overhead in an arc) D-Tilt: Shovel (from SAI II; uses shovel to trip enemies) F-Smash: Big Hammer (from Adventure Island IV; Higgins swings a two handed great hammer; deals high shield damage, but has slow start-up) *U-Smash: Bone swing (from Adventure Island IV; swings a bone overhead in an arc) *D-Smash: Hammers (from Adventure Island IV; Higgins swings two small hammers down on both sides) N-Air: 360 (Higgins pulls out a skateboard and does a 360) **F-Air: Fire Sword - forward slash (from SAI II; Higgins uses his Flame Sword to slash forward; similar to Mega Man's F-Air) *B-Air: backward spear thrust (from Adventure Island IV; thrust spear backwards) **U-Air: Thunder Sword - upward stab (from SAI II; Higgins uses his Thunder Sword to stab upwards) **D-Air: Ice Sword - downward stab (from SAI II; Higgins uses his Ice Sword to stab downwards; at high % can inflict freeze) Neutral Special: Tomahawk/Axe throw (throws a rock axe on a straight line towards opponents) Side Special: Boomerang Up Special: Feather Magic (from SAI II) Down Special: Fireballs [from SAI II; summon two fireballs that circle around for 10 seconds (similar to Mega Man's Leaf Shield)] Grab attack: Higgins hits opponents with the bottom of his fist F-Throw: Higgins does one swing before throwing the opponent forward B-Throw: Higgins swings arms back, throwing the opponent U-Throw: Higgins swings arms upward and throws opponent D-Throw: Higgins bashes opponent downward Final Smash: for a final smash... this one is kinda tricky but for now, I'll say the Power Fan from SAI II; which would have Higgins swing the Power Fan, creating a cinematic of Tornadoes ravaging through the stage.
*These moves are visually different from how Higgins performs them in the games.
**Since these moves use swords, they could be changed to Higgins using a different item, thus changing the move for the sake of not making him seem like a semi-swordfighter.
As for a potential stage, it could be either a tropical island-like level, OR it could be a wooden raft which travels through various parts of the island of the first game, or around the islands from SAI II.
Finally, for skins, he could have two distinct skins; the original hat and leaves skirt look, and the armored look from SAI II when he equips the armors.

3. Yellow hat, green leaves skirt (referencing Wonder Boy)
4. Sky blue hat, Sky blue armor (equipping the ice armor from SAI II)

6. Light green hat, light green armor (equipping the aqua armor from SAI II)
7. Yellow hat, white/pink leaves skirt (referencing Tina)
8. Yellow/gold hat, yellow/gold armor (equipping the light armor from SAI II)
