Mashing and the pummel

Assuming the player getting grabbed has average Mashing skills and reaction how many pummels should I get in based on % if i buffer a down throw to guarantee the throw.

Depends who's grabbing. I'm also not sure what "average" mashing skills are.

*looks at Melee main icon*

1 pummel per 35 percent should be safe as Sheik.
If you pummel (and only once) on the first possible frame, dthrow is guaranteed at 20.
If the opponent wasn't expecting to be grabbed but you were expecting to get it, you can reasonably expect 1 pummel buffered dthrow at 0.
If you can't hear them mashing (unless they're a god at silent mashing), pummel away!

What about other % when can I get 2 and a throw and so on.

If the opponent is mashing A B X Y L and R, but you do both pummels as quickly as possible, you get two at ~39 percent. Yes I know the benchmark was 1 at 35. If you really think you'll pummel frame perfectly every time (press A on 7th frame of Catch/grab unless you land it on a later active frame or dash grab, then press A again on frame 23 of each pummel), change it to 20% per pummel.

Does one analog input(let's say you simply input it left) count as 1input of mashing? And therefore does spinning the analog stick count as multiple inputs at one time as well?

I also find that pressiing R/L is less efficient during pummels due to the fact that you won't be able to tech for another 40 frames after hitting the shield button.

Spinning the control stick counts as multiple inputs, I don't remember where the new inputs start but yes spinning the control stick is good. Also I'm pretty sure you don't need to push all the way down on the triggers I think a slight press counts as an input (I'm not 100% on that though.) This means you will be able to tech after mashing out.

Grab a level 9 cpu, gives you a good idea as to what you can get away with at top level.

For mashing, stick+button counts each frame, but not button plus button. So it's arguably optimal to spiral the stick and slide your right thumb rapidly across the buttons.
