Making a custom CSS for Project M -- Help Please!

I've been diving into custom brawl hacking and all has been going well.

I've been attempting to create a custom character select menu kind of like this

I can get the Character Portraits, Icons, and all of that ok. I just have no clue where or what I change to tweak the order of the characters without freezing. I've opened up the CSS Organizer and set it up how I want it, I just have no clue where to inject the .pac file that comes out of it to get it to work with Project M

Phantom Wings gives instructions for where those files go. You actually have to put the stage layout file (which I believe is a model) into one frame of one the game's menu pacs.

Same problem. I swapped out Toon Link for Young Link, but I want him to be next to the Fire Emblem characters.
