MAKING a Brawl Channel

Does anybody know what it takes to
A: Make a wii channel (What kind of language, how do you get started, etc)
B: How to submit one and get it up there?

I say this because homestarrunner.com has their "8 bit is enough" game on wiiware that they made and we MIGHT be able to make a brawl channel and strengthen the online (this was discussed in another thread). There are also lots of other games that people on the internet made, for example, "Defend your Castle".
Just an idea.

First of all, you're going to be in some legal trouble if you're using a copyrighted property such as Smash Bros. to make a channel with consent from the companies holding the rights. Also, unless you're an official company that Nintendo has acknowledged, therefore giving you a development kit to do such, you're resorting to homebrew to make a channel, which Nintendo does not endorse, and will make it more difficult for you to create a working *safe* channel to begin with.

Also, the online features of Brawl are built in, as well as on Nintendo's servers, which is links you up with users using the same features. Making a channel to "strengthen" online is impossible, you can't tack on extra features if Brawl doesn't support it in the first place.

Also, should you be able to do so, you can't use Nintendo's servers since say if you wanted to add 1 vs 1, Nintendo servers wouldn't know what to do with your request.

Phantom Wings tried to make a working Boss Battles Online code, but it doesn't work most likely due to how the servers don't know how to interpret the request.
