I think the Villager could be fairly low. Low Middle to Bad. Seems like a character with average movements, limited range, perhaps low to average weight and situational specials. But he looks fun.

In all honesty though, I'm expecting Mewtwo to get quite a rework, hoping he'll finally live up to this title as the "Strongest Pokémon ever." And don't pull that Arceus argument on me, I'm willing to bet money on that Mewtwo will be regarded as much better than an ability-less and item-less Pokémon with decent moves once he gets his Mega evolution.
