You have to be moving upward for this to work. Just down b and press b as fast as you can repeatedly. You can recover from any point away from the stage except like the very bottom left/right.

Actually you don't totally have to be moving upwards for it to work. It's just momentum based and it helps. You can still gain some good height if you're really fast on the b button and you're on your way down, although usually you won't gain much of anything vertically if you're fast falling.

What is a save, please start calling it a recovery. While in the jump animation press down b and keep on mashing b until Luigi stops spinning.

Exactly, it would be just better to jump and immediately press downb and keep mashing. As Eten said since it's momentum based you'll get more height this way. Now you can mix it up and save your jump and simply do a down b depending on the situation. Mix your downb game so you'll be a bit less predictable on recovery. (When I'm close to the ledge I usually do a downb without jump and then upb.) It just really depends on the situation .

Everyone else already covered it but yeah, you jump and then do his down b, mashing b.

If you get hit far it's always good to save your second jump in case someone stops you because his down be recovery gets enough height to recover you from the bottom of the stage.
