Luigi cyclone as an OOS

Old rivalries live on!
If I recall correctly, Luigi is briefly vulnerable to getting grabbed before delivering the final hit, so Luigi Cyclone is far less safe to use than Whirling Fortress, which has no vulnerable periods before Bowser delivers the final hit.
