n00b question:

does lucas' z-air actually do anything at all?

like i play toon link, and his z-air is a bit of a mindgame/moveset diversity thing, but i'm at a loss as to what lucas's is used for

Grappling the side of the stage only, it doesn't have a hitbox.

It's best usuages is when you are really close to the edge, but out of reach. It'll grab it, and you won't have to worry about a faulty or intercepted PKT2.

okay so zero offensive possibilities? I started using toon link's z-air as a bit of a reach attack and then i was like "oh, lucas has an extended grab too!"

so long story short i end up looking like a total idiot against my brother's sonic wondering why the snake doesn't hit him

Yeah, unfortunately, Lucas' above average speed grab is brought back to balance by the fact that it has no offensive aerial ability.

Also, be carful if you every try to jump out of shield into an aerial. Be sure to release shield first, otherwise you'll just jump and rope snake leaving yourself open.

you could always use it as a mindgame or something. i do that on my friends all the time.they run away. then again they aren't very good players so i don't know if i should recommend this or not... probably not... you can use it if your opponents suck.

haha sounds good as a mindgame. unfortunately my brother catches on fast, but some of my other smash friends aren't as quick witted =)
