With a little preliminary testing it looks like that's the upper hitbox of down air causing the lock, then getting extended twice.

Yeah that's the conclusion i came to too

Upper hitbox angle is 270° during the first three hits. It CAN lock, but it's extremely impractical and only possible by going through a platform and completely avoiding touching the opponent with the lower 90° hitbox.
