Low Tiers

It happens all the time. It depends on the ceiling of the game. There's a few times that characters that were discarded as bad rose through the ranks. Look up the history of Smash tiers if you want specific instances. Sometimes things are overlooked or new techs discovered for specific characters that change the way they are played and make them better. Sometimes just the opposite happens, once-fresh strategies get stale and characters get worse. The tier list has changed for Melee over 10 times since it was released.

Sentinel in MvC2 was considered one of the worst characters in the game, at first. Now he's needed for a viable team.

In the context of melee, the tier list isn't going to change much. Even with players like amsa and axe doing well it hasn't changed yoshi or pikachu from being mid tier. At most a character may go up or down a few spots. The game has been out long enough that nothing is gonna change a character drastically.

Yes.
Most low tier characters could probably move up (a few slots, max) if enough people picked them up and got good with them. That happening is incredibly unlikely, however.

Most low tier characters are so bad that only top level players can make them appear to be usable in competitive play (e.g. Mango playing Mario, Armada playing Young Link, Hbox playing Ness, Hack playing Kirby, etc.). This only works when they do it because of either specific matchup knowledge (gimmicks) or superior meta/game ability (skill difference).

Any starting player who wants to main even a middle tier character will have beyond herculean character flaws to surmount before they even hit the metagame learning curve that stops the majority of players from transitioning from good to great.

Not to a significant extent. Kirby might end up being recognized as 20th -- Young Link as 12th, Yoshi as 11th, but Yoshi will never be 7th, Kirby will never be 14th.

I think for at least the next 2-3 years, you can innovate more characters. Some characters like Fox, Falco and Marth and Shiek are all beaten to death, so the have a little room for creating new things. For low tiers, I don't know many highly skilled players who push for innovation in Low tiers other than with DJ Nintendo with Bowser, Amsa with Yoshi, Taj with Mewtwo. I personally encourage using low tier characters to juice out some more innovation.

As for placement on the tier list. if low tier characters became better in the next year or two, they would be moved up 2-5 spots on the tier list at most because even I recognize that these characters have limitations.

After 13 years I don't see much changing, but that doesn't mean it's impossible. There are still ways to innovate these low tier characters I think, but no one has found them yet. I could be wrong.

The metagame is too established. It's been around and in development for 13 years. This game doesn't get patched (aside from PAL, if that counts, and even then, it's so minor). Any hope of low tiers advancing to (near) tournament viability is delusional. Even with lower expectations, not much can be done

i think it will change to a certain extent. the s tier will only see a big change from the ics, but small changes to the other characters. ics have so many desync options that aren't being used these days. i think it's safe to saw they haven't exactly scratched the skill ceiling yet.

what do you mean amsa and axe haven't changed the tier list? a new tier list hasn't come out in awhile. amsa and axe weren't doing nearly as well when the last time a tier list was released. i guarantee you we will see some change in pikachu and yoshi in the next tier list. especially yoshi. yoshi will probably be a mid tier.

ssbm SD_Remix offers a nice possibility of being able to patch the game.

I believe this could be a possibility to enhance certain aspects of the game and make it a bit more balanced (character wise at least).

But for now, I don't think this is needed. There's so much stuff you can do in the game is almost like endless fun. It'll take more time for people to get... bored of it? if that's even possible, lol.
