I need to exclude Pokemon Stadium 2 from this level freezer code. I found a stg file on brawlvault that freezes the transformations but keeps the video screen in the background active.

I'm not 100% sure how this version of the Stage Freezer code works, but there is a stage specific level speed modifier code for NTSC.
You could probably use that instead.
