This tooth-rottingly adorable creature is Vanellope Von Schweetz, a character from the Disney film Wreck-it Ralph. She's a glitch from the arcade racing game Sugar Rush, a candy-themed Mario Kart knockoff that a good 75% of the film takes place in. Due to being a glitch, she can't ever leave her game, and is teased and bullied harshly by the characters from it until the titular Ralph, searching for a meaning in life, stumbles upon her. As the territory comes with being voiced by Sarah Silverman, Vanellope is as annoying and snarky as she is adorable, making her a big headache for the main characters, but she's also the heart of the story and is thus my second favorite character in the film, second only to the big guy himself.

Vanellope on her own may only be the size of Olimar, she comes to smash the only way she would ever allow herself to: in her racecar. She controls a bit like Wario on his bike, gradually (though quickly) picking up speed, though passing through other characters normally, though turning around slows her down a fair bit. Her jumping is preformed by some sort of spring on the underside of her car. Rather than shielding, rolling and dodging, Vanellope performs a move that seems to come naturally to the racers of Sugar Rush - she turns around for as long as the shield input is held. She will continue moving in the direction he was going, but gradually slow down as she does so (2 units per second) until she grinds to a halt. She can still attack while he does this, allowing her to fend off people approaching her. In addition, because she takes a while to slow down, she can use attacks like smashes and her grab while moving. She also is unable to grab ledges.
Specials
Neutral Special O--O Pixlexia
One of Vanellope's defining character traits is that she's a glitch, which she eventually is able to concentrate into a short teleport. Upon input, she flashes with blue coding for a brief moment before disappearing. 0.5 seconds later, she re-appears 1 SBU ahead of her previous location. This is default, as Vanellope can tap a direction in the short amount of time she's offstage and she'll glitch in that direction instead. She can use this move up to 3 times in a row, along with using it during any one of her moves, allowing her to attack from any angle she pleases at any time. There is a 4 second cooldown after using it 3 times.
Up Special O--O Sugar Rush
Much like the Mushroom in Mario Kart, the "sugar rush" item in Sugar Rush boosts the player's speed for a short amount of time. Upon input, Vanellope blasts forward at a speed of 15 for 1 second, dealing 15% damage to anyone she rams into. She can use the move twice in a row, though suffers from a cooldown of 3 seconds in between these two-shot bursts. She is incredible hard to control when going this fast and will fly straight off of edges (normally she'll stop short). Used in the air she gains a tiny bit of height using it.
Side Special O--O Sweet Seekers
Being what is basically the Red Shell in Sugar Rush, the sweet seekers are an incredibly powerful weapon, and very fun to use. A large cannon pops up from the back of Vanellope's car, shooting forward 3 sweet, spherical candies, which immediately target the nearest opponent, and follow them at a speed of 7. Should they catch up to them or come into contact with anything, including parts of the stage, projectiles, other characters, they explode on impact, dealing 5% damage per seeker and a decent amount of knockback. Vanellope is all about chasing opponents down, and opponents will have their hands tied up while running away from these tasty treats.
