Having multiple platforms doesn't change the random delivery of items. That would not fix the main problem for items in competitive play.

Items kinda make certain characters useless or take away their special traits.
For example Megaman is almost entirely projectile based
Why use a character like that when you can use a close range character and get items?
ZSS is also a good example. Suddenly her spawning armor pieces and getting the best mileage out of them doesn't really seem that important because more will spawn before or after they're still in play.

Just saying that if there was any chance they'd allow it, it'd be with multi-platforms. You'd still have the random factor, but on a lesser scale
