also in pal you can't charge a down b? what does down b charging do even?

To get height using your down-b you have to use it on the ground first (barring some combinations of stage and character if you're in the higher number controller port) - that's what "charging" your down-b refers to

I have no idea about Nair though, sorry
Pretty sure there's a list of differences between NTSC and PAL in one of the stickied threads in Melee discussion though

Luigi's nair in PAL matches NTSC versions exactly. It is not weaker in any way.
