It has Assualt Fox on it, and way too many starters charactors, so it might be fan made.

That's so fake it's painful. Not only is all the character artwork all just taken from existing renders, but look at some of the choices. Petey Piranha? Rayman? BIRDO?

Wow, weird, Brawl is going to be rated E, ages 10+? News to me. Here I was thinking that, if anything, it'd get more brutal than Melee. Huh.
... and, um, Petey the Piranha? If he was a character, there's no way he'd be one of the starters that they'd put on to try to SELL the game.
But thanks for showing this one, never saw it. Pretty funny.
