I don't really know much about marth but would this be useful in any situation?

I think that's an aerial interrupt with side B. It's not useful, and it's laggy. I wouldn't use it.

You're better off ledgedashing or ledgehop fairing.

Anything ledge based which involves "staling" out your side B, using side B without touching your feet on the stage again, AKA diminishing returns, is not worth it.
