Is there anyway to get a LEGIBLE frame data repository?

I have a real good (I think) idea for an application, but I need consistent and legible frame data for every character.

Can anyone point me to that, or could we start a committee to work on one?

By consistent I mean consistent column-headers for every type of move. Marth frame data has shff fairs, fox has hitstun data etc. We need a constant frame data repository

That is almost legible haha. I will snoop around for a little and see if I can find what "Attack11" and "Attack12" etc are... but I need it slightly more understandable
