I'm trying to find one to base my own rule set off of, but no dice. Help?

Is there an official rule set?

No there's no 'official' ruleset, you can use whatever ruleset you want.
I personally recommend the Unity Ruleset (a lot of people are going to disagree with this but keep in mind this is just my personal recommendation), whichever version of that is the most recent. This is if you want to host a tournament where Meta Knight is banned.
If you plan on hosting a tournament where Meta Knight is legal, the Apex ruleset is probably your best bet as it's pretty much the most widely-accepted ruleset atm (I personally recommend changing the timer to 10 minutes and making Pokemon Stadium 2 legal as amendments to the Apex ruleset)
