Is there a competitive ruleset where Mega's aren't allowed?

So yeah, are there options for those that tend to not want to use Mega Pokemon in a competitive environment?

OU no Mega is a tier on Smogon. That's it.

There's also some niche tiers that only use really bad mons (ex PU) and as such, megas aren't allowed because they get stuck in higher tiers, but if you want to use good mons and no megas, Smogon's OU no Mega format is literally it.
