Is the ledge a good place to be during neutral?

I've heard the ledge is one the best positions in the game. Is this true?
And is it a safe place during the neutral game?
This is kind of character specific, but I think this applies to most characters.

Super character dependent. Some characters who have a bunch of options from ledge, like spacies, or are difficult to challenge there, like puff, you can feel quite safe on ledge. Peach on the other hand doesn't really have any safe options getting back on to stage nor a reliable way to refresh invincibility making ledge a scary place to be. Most characters aren't as bad there as peach but overall your comfortability on ledge and the way you use to will vary heavily on your character and personal play style.
