Is Project M available to play on PC in Windows 10 yet?

I tried downloading and running project M on my laptop a few days ago and whenever I tried to get Project M running using steps I've found from guides online a problem kept coming up, and I was wondering if this was just something I was doing wrong or was upgrading to Windows 10 preventing me from doing so?

You need to explain thing in detail and well for anyone to be able to help you.
It works in windows 10, as I'm using windows 10. Until you provide anything to work with, we cant help.

Try answering these:

What are you doing?
What software are you using?
What specs does your PC have?
What guide are you following?
What is going wrong?

I'll confirm it also works for me on Windows 10 (actually never had it before Windows 10), but like Narpas_sword said, we can't know how to fix it until we know what to fix in the first place.
