Is ness's recovery a projectile?

Hi there! So I'm not a ness player (sheik and fox) and I was wondering if ness's recovery is a projectile and if I can reflect it? Any help is appreciated and thank u !

The pk thunder itself is a projectile and you can reflect it/absorb it.

If Ness has hit himself he is not a projectile, just a traveling body.
