A full character move set hack just take up an alt color for a character.
Ex. I want Lucina in but I don't want to take marth out but I wouldn't mind getting rid of his green color. So could I put Lucinas whole moveset over Marths green color?

No I don't think that kind of thing is possible (yet). Still, Lucina is pretty darn similar to Marth. I'd just go with one that doesn't change the moveset.

You can't simply put a psa over a character it isn't built for. So unless the Lucina psa was built for alloys, warioman, etc, it wouldn't work.

Oh you can't? Thanks for the info I didn't know that. If someone was built over an alloy, would it be possible to put someone over that alloy? If so how would you choose him/her?

Alloy's can't use specials, unfortunately. Adding characters is an incredibly complex thing to do, which is why Roy/ Mewtwo was such a huge accomplishment. I'd suggest looking into the BrawlEX engine if you are still interested.
