Because we can't let C. Falcon have all the cool tech chase combos:
On most characters, do any throw and follow their tech/lack of tech really closely (this works best if they are within 5 percent of 100% after the throw), so that when they stop moving you are extremely close to them (like how close you'd have to be to hit with Luigi's up+B ping). Then, as soon as they get up or maybe a little before, you can do a non-tipped (weakest) d-tilt, which you then cancel using IASA frames into a D-smash. If you do it quickly enough, the D-smash should tipper and they fly off the top.
I've tested this on Fox, Falco, Marth, C. Falcon, Peach, Ganon, and Link.
Alot of combos are formed when you perposely miss the sweetspots of some chars, this is one of the few I've pinpointed.
