increasing attack speed

How is it done? Also, how does one match the attack animation with the collision? Unless the way to do it syncs the two already? I would like to know for physical attacks and special attacks.

I am using PSA. Is the FSM the time intervals? If so, what is 1 FPS equal to for every x amount of intervals?
