I'm probably not the first person to notice this, but...

I'm pretty sure that Samus's utilt is a meteor, but only if you hit with it at point-blank range. Hitting with the swing of her heel will send the enemy forwards, but they don't move if you hit with her thigh. Also, if you turn the opponent up to high damage in Training, they fly straight up when they're hit, something all meteor smashes seem to have in common.

I just thought this was kind of weird and haven't really had the chance to test . It seems to have very little practical use, though.

I've never seen Utilt send the enemy down

and I've been using it a lot

And if you're hitting them off the stage then they should be in the air and are gonna fly forward

No, he's saying because the utilt when hitting some at a high dmg shoots them up and kills, its a meteor.

Grendier that is just a result of the high dmg in training mode. When you hit a grounded opponent with utilt the knockback is straight up. If they're in the air then what kniht said applies.

He IS right about one thing though, Utilt has two hitboxes. One while the leg is rising, and another when the leg is brought down.

The percent damage, probably. The foot should do 12%, while when it's coming down, does 13%. I don't know how it works. Sometimes it'll do 13% when it should do 12%. I can't think of anything else.

Knockback is different.

When the foot rises, it's considerably weaker. However, because her utilt takes sooo much longer to finish now, it's not possible to combo with it. It WOULD be able to combo if it was as fast as Melee's.

When the foot drops, it's stronger than Melee's. Also, if this hitbox hits an airborne foe, it gets upward-diagonal knockback instead of vertical.
